Emergency Broadcast Authority
Emergency broadcast authority is the permission to send a single message to an entire user base simultaneously, rather than to one recipient or a scoped segment. It's exercised rarely by design, and exactly because of how rarely it's used, it's easy for the access controlling it to go unreviewed for long stretches — nobody notices a gap in a permission nobody has needed to exercise recently.
The consequence of misuse here is unusually severe relative to almost any other single action a system offers: a broadcast reaches literally everyone at once, with no scoping and typically no way to recall it once sent. This combination — rare use, severe consequence, easy to overlook — is exactly the profile that argues for treating this specific permission with more deliberate, ongoing scrutiny than its infrequent use might otherwise suggest it needs.
