Data Sharing Agreement
A data sharing agreement states, explicitly, what one organization is providing to another, the purpose it may be used for, and any restrictions on further use or redistribution — the negotiated terms that a technical access grant is supposed to implement faithfully. Without that explicit statement, both sides can end up operating on different assumptions about what the shared access is actually for.
The gap that tends to open over time is between the agreement's stated terms and what the technical access grant actually permits — an integration built once, granting broader access than the agreement specified, that nobody revisits as the agreement's terms are renewed or narrowed. The agreement and the access it authorizes need to be kept in sync deliberately, not assumed to track each other automatically.
