Bulk Export
A bulk export retrieves a large volume of data in a single action, rather than through many individual requests scattered over time. Even when every individual record involved is something the requester was independently authorized to access, the bulk action itself concentrates what would otherwise be scattered exposure into one event — a single successful export can walk away with far more than any one ordinary request would ever return.
This is why bulk export often warrants scrutiny beyond whatever authorization already governs individual reads of the same data: additional approval for large exports specifically, tighter monitoring on export actions as a category, and treating a bulk export request as a meaningfully different, higher-stakes action than the sum of the individual reads it resembles.
